European Research Area

The European Research Area (ERA) is a unified research area open to the world based on the Internal Market, in which researchers, scientific knowledge and technology circulate freely and throughwhich the Union and its Member States strengthen their scientific and technological bases, their competitiveness and their capacity to collectively address grand challenges.
The Five Key ERA Priorities:
  1.  More effective national research systems
  2.  Optimal transnational cooperation and competition
  3.  An open labour market for researchers
  4.  Gender equality and gender mainstreaming in research
  5.  Optimal circulation, access to and transfer of scientific knowledge including via digital ERA

ERA Roadmap

The ERA Roadmap has been developed for establishing the European Research Area. It should serve the purpose of facilitating and reinforcing the efforts undertaken by the Member States. In February 2014 the Competitiveness Council called to develop an ERA Roadmap by deciding on concrete measures. Responding to this request, Member States developed a document by working through ERAC and the ERA Related Groups, in close cooperation with the Commission and the European Stakeholder Organisations. On 29 May 2015, the Competitiveness Council adopted the ERA Roadmap 2015-20.

From national perspective, each EU member state has taken the steps to have national strategies or action plans dedicated to implementation of the European Research Area (ERA). ERA Roadmap is directly reflected in the current LT 2016–2018 Action Plan for the National Programme for the Development of Studies, Research and Experimental (Social and Cultural) Development for 2013–2020. The aims, objectives and planned measures in the Action Plan adequately correspond with ERA priorities and indicators, as indicated in this interface table.

In Lithuania one strategic long-term document is intended to reflect the state‘s policy and instruments planned for the progress in the field of studies and R&D. Lithuanian National Programme for the Development of Studies, Scientific Research and Experimental (Social and Cultural) Development for 2013–2020 establishes the foundation for training of highly qualified specialists who are able to compete on the labour market, creates conditions for all levels of studies of high quality and stands as pre-requisite of R&D activities, integrating and developing interinstitutional, inter-sectoral and international cooperation.
